Newly elected mayor Park Won-soon has some fresh ideas for South Korea’s capital city. ①______ ______ ______ ______ ______ ______, Park has promised to allocate 30 percent of Seoul’s budget to welfare projects. “I know there are people who disagree with my ideas, but welfare is not a waste of money,” Park said. “It is an investment in people and the future. Changes like these are also going to help the economy by creating new jobs.”

On the other hand, critics worry that the new mayor’s focus on welfare ③______ ______ ______ ______ ______. In order to pay for his welfare programs, Park is suspending many of former Mayor Oh Se-hoon’s big construction projects. The Han River Art Island would cost the city 673 billion won, while a canal linking Seoul to the West Sea costs another 175 billion won.

“These projects are not urgent nor are they even necessary,” Park said. “Instead of improving people’s lives, these projects will simply drain the city’s budget.”

박원순 신임 서울 시장은 서울에 대한 신선한 아이디어를 내놓았다. 사회복지의 중요성을 강조하는 박 시장은 서울시 예산의 30퍼센트를 복지 사업에 할당하겠다고 약속했다. 또한 새로운 복지 사업 예산을 충당하기 위해 전임 시장이 추진했던 한강예술섬 사업과 같은 대규모 프로젝트를 연기할 계획이다.

“내 계획에 반대하는 사람들이 있다는 것을 알고 있지만, 복지는 예산 낭비가 아니다. 사람과 미래를 위한 투자이다. 이러한 변화는 일자리 창출을 통해 경제에 기여할 것이다,” 라고 박 시장이 말했다.

박 시장은 최우선적으로 실시한 정책 중 하나는 전면적인 초등학교 무상급식을 위한 법안을 통과시킨 것이다. 무상급식에 1,000억원을 할당한 것에 더불어, 서울 내 어린이집을 건설하는데 890억원을 할당할 예정이다. 또한 서울시는 재해 재난 예방 예산을 거의 두 배로 증액한 7,390억원으로 늘릴 예정이다.

“예방적 조치에 더 많은 투자가 이루어져야 한다. 지금 사회복지 예산을 늘림으로써, 훗날 발생할 수 있는 전염병과 자연재해로 인한 어마어마한 복구 비용이 초래되는 것을 막을 수 있다,” 라고 박 시장이 밝혔다.

반면 여기에 반대하는 이들은 박 시장이 복지에 지나치게 초점을 맞춤에 따라 시의 성장이 둔화될 수 있다고 우려한다. 박 시장은 오세훈 전 시장이 추진한 많은 수의 대규모 토목공사를 중단시키고 있다. 한강예술섬 사업에는 6,730억원이 필요하며, 서울과 서해를 잇는 운하는 1,750억원이 소요될 전망이다.

“이러한 사업은 시급하지 않거나 필요하지도 않다. 이런 프로젝트들은 시민의 삶을 향상시키는 대신, 오히려 시의 예산을 낭비시킬 것이다,” 라고 박 시장이 밝혔다.
