There is a similar debate going on in the United States. The Memphis City School Board banned physical punishment in the classroom five years ago. However, some parents and teachers are saying they want to allow it again now.

“The teachers told me they want it back,” said Dr. Kenneth Whalum, a member of the Memphis City School Board. “They are tired of not having any discipline in the classroom.” Whalum said there are many parents and teachers who think ________ ___ ___ ________ ________ ____ _______.

Spanking is currently allowed in 20 states. ___ _________ ___ _____ ___ _________ _____________ ___ ____ ___________ _________ in Texas, Mississippi, Arkansas, Alabama and Georgia. Most school districts have their own rules, however, and they often allow parents to make the final decision.

The Memphis City School Board debate is unusual since spanking at school has become less popular over the years in the United States. In the 1970s, 1.5 million U.S. school children received physical punishment in the classroom. In the 2006-2007 school year, only 223,190 children did.
